Details: When the e-mail client is started, it automatically attempts to sign on for e-mail. The time to access e-mail has grown significantly within the last week (today is March 19, 2003).  This is what is seen, sometimes as many as three times before success.  The dialog is re-displayed each time the e-mail account is checked for new mail.  This is not a local issue as the same thing happens from different connections (ISPs/locales) to the Internet.

Details: Things seemed to smooth out during the 4th week of March 2003 but March 31, 2003, it started again.    Again, there was a period where things seemed to smooth out.  Now, again during the third week of April 2003, and on into May, the problem has returned.  What is going on behind the scenes?
